Funnily enough hoverboards are one of my tests on my customs ai system. They fall into 2 categories - childrens toys if designed to support less than 40kg.Not specifically hoverboards, but the trouble with no name brands, will they learn?
"Is this hoverboard designed and marketed primarily as a children's toy, or is it a functional personal transport device intended for use by adults and older users?
Why we're asking: This determines whether the product falls under heading 9503 (toys) or 8711 (cycles/scooters with auxiliary motor), which are the two competing headings.
It is a children's toy (small, lightweight, designed for young children as play)
It is a personal transport/mobility device (self-balancing electric scooter for general use)"
It doesnt come under the same ruling as ebikes as it doesnt have pedals.
So it comes under this - yes customs is weird. Air rifles also includes truncheons and cutlass
