A bit of adjustment with a drill and you'd be amazed what can be fitted into a 13A plug.
You are assuming the cooker was wired properly in the first place as I assumed a mistake was being made between cable and flex. Then there's the question of the difference between a cooker and an oven and whether they are being confused. AFAIK, ovens of 2KW can be used on a 13A spur connection.
I dunno and I'm not about to bandy words with a time served electrician over it, especially as the facts are not clear. A few pictures would be interesting.
I'll tell you this much, what I've heard so far does not give me that warm and fuzzy feeling.
