One tooth out means the distributor case need to be rotated by the same amount. That is why you probably could not turn it far enough.

Have a neighbor with old Lincoln that he wants me to change the points. Will have to fix my dwell meter first, has been sitting in box for near 15 years and the meter sticks. Have not needed it since I sold my Willys Jeep.

The output voltage depends on

1) Primary Current
2) Turns Ratio (primary : secondary)
3) Speed of change of magnetic flux

I learned the Maxwell equations[a Few years back], not sure I could remember how to use them though;-)

There's usually a mark on the distributor body lip to show where the number 1 segment is and the rotor arm can be pointed at it in any position as long as the leads are in the right order.

As the points open the coils field begins to collapse, just as the leading edge of the rotor arm aligns with a HT leads pick-up point in the distributor cap. remember that the rotor arm is travelling at half crankshaft rpm...
