Another aspect is that appears to be a construction area, those may be support brackets or some other similar item.

He does not understand how to set up an arc set so the chances he is a competent welder is less than zero.

In a months time holidaymakers may be standing on a balcony those items are supporting

Probably not, I've actually seen a so called experienced welder trying to light the end of an electrode with his cigarette lighter to "get it started" he said,
So many chancers in this game that nothing surprises me anymore.
