basecoat with additive?

My mate had a paint shop, but he's taken his dosh off to live a happy retired life, so I can't ask him.

He flogged me some Fluorescent base coat and the paint didn't harden, you could thumb nail right
through to the ground coat after a few weeks. I tried the paint again and again it stayed soft.

The base coat was a new line and I was the first to have it, Trev said "it needs so and so" and gave me a can with some clear Goop, cans labeled "Fluoro modifier" or " Fluro additive". I can read the Flouro on the can and that's it.

I used the stuff after that and it was was fine. The wheels found there way back to me ~22 years on and they are remarkably good, bit of fading but looking good and thumb nail won't mark them.
I was just about to paint my push bike frame with it and remembering the problem though I better test the basecoat; I can get my thumb nail through to the ground coat, a test piece with another base coat and clear painted at the same time is hard.
Before I start randomly trying the clear additive stuff I wondered if anyone had the faintest idea what
the additive might be?

Sounds like it was 2k, which would need a hardener mixing into it before spraying, as opposed to a metallic base coat which would air dry before being coated with lacquer.

You will have to wash off what you have put on, then go again with the correct mix ratio of paint/hardener.
