If you are a commercial user then 'cheaper' is a valid & accepted reason.
If a weaker solution requires longer time in a heated bath then you can use the 'saving the planet due to less heating time' as a vaild reason as well. Or just the cost of electricity. Just make sure you put the reasons on the form at application as its a lot harder to re-apply if the first application is rejected.
If you are a commercial user you don't need an EPP licence, but you do need to prove you have a legitimate established business with a valid use for it.
You only need a licence if you are a member of the public, at which point I suspect "cheaper" won't cut it as a valid reason.
Especially as they specifically state they will reject any applications outright where a "safer" alternative is available including all cleaning products.
Not entirely sure what you do if you are intending on starting up a business which has a requirement for it, as you will be stuffed either way.
Of course anybody actually intending to use it for nefarious purposes won't be buying it online themselves.
They will either steal it, buy it knocked off, or acquire it from people flogging it under the counter, as is the normal practice for anything that has ever been restricted or illegal since before there was dirt.
