easy answered .some poor sap that needs one on a sunday
i paid 9 quid for a cutting blade for me cut off saw as i needed it there and then. i normaly pay 2 quid for em 
People who are stuck. They open Sundays and evenings.
DIYers who have grown up with a B&Q mentality, which someone warned me about years ago - if you can't find it at B&Q, you assume it doesn't exist.
People who would hesitate to find somewhere on an industrial estate, go to a trade counter and ask for something they're not really sure about, and in their minds have the bloke behind the counter snigger when it turns out they haven't much idea, then groan when he hears they don't want 500.
Well, it's not like that with welding suppliers and such places, but I'd guess a lot of people have these ideas.
