is a house owner permitted to remove old “slates” from a roof that has a sitting tenant in prior to a non licensed roofer to lay a new non asbestos roof onto? Thanks.

Westher it is, or it isnt is irellevant if the roof needs replacing, it needs replacing. Building control are not there to hinder you, but to assist you and guide you to do it right, supposedlyAnother spanner in the works, I think a roof replacement is notifiable to building control.
