As above, its easy to criticise, but its sound and solves a problem, It wont have been a "designed" repair but probably just carried out by someone thinking on his feet with limited resources.

I've used coins to pack out weathervane brackets before, to get the pivot bar plumb.
It saves going back down the ladder to find an appropriate washer when my pocket already has a load of copper shrapnel in it.

The technical term you're looking for is 'shims', used for fine adjustments.
