You say Potato and I say Potarto......Well, my read is this: if it's a virtual environment into which you can install a full copy of Windows then it's a VM (or potentially a container), and it's not an emulator.
If it's a shim or translation layer that's copying specific Windows calls into underlying Linux requests then it is an emulator, no matter the clever name it was given...
But we could go round and round forever on this
