I've had a water pump dropped off to have a look at.
I charged up the battery, and it just clicked. Pull starter is also solid.
Removed the water pump cover and found it was full of rusty water, so thinking there was maybe a support bearing seized in the water pump, managed to unbolt the housing from the engine (still haven't figured out how the impeller shaft is fitted to the crank), but the housing spins, so it's obviously the engine that's seized/locked.
However there is oil in the engine, and it appears to be fitted with a low oil cut out, so it shouldn't be seized due to lack of oil/pressure.
Anybody know if there are any known issues with these?
