I will give you 10:1 that 95% of back street garages do not know those regs exist, the other 5% ignore their existence.

main reason I work off the floor is the worry of poor ramps, would not know where to start when looking for a used one..

it`s been used for the same vehicle type since installation and is rated over the weight it lifts.

Is the vehicle heaiver one end than the other, Transit pick up type vehicle possibly???

i think i would google that particular make and model of lift to check if more lifts are going the same way maybe even contact the manufacturer.
there has to be some reason for the joints failing.
it looks like the adjustable arm type lift if so has it been given a higher lift capacity then it should have.
i certainly wouldnt be working underneath it it could go without warning.
if its an mot lift i think vosa would be interesed in its unsafe usage.
and regardless hse would write it off
