Where do you think your high "baseline" loads are coming from? Refrigeration pumps are an often higher than expected load, fridge/freezer /ac/dehumidifier. Electric wire ufh and electric towel rails too.
With the fridges etc, it might be worth getting a plug in power monitor to check what they're drawing. Occasionally they can, apparently, loose efficiency, still function but jump in energy usage. If that's the case, a replacement might pay for itself relatively quickly.
After more PV, if you've got electric heating stuff, it might be possible to save a bit by running timers to split heating between middle of day and nighttime (presuming a split rate tariff).
