They are electric choke, it is an excess fuel type, open until alternator power heats an element, closing the excess fuel needle valve via a thermostat. I can never weigh up why people take the oil lines off and make them work on Peteroil. If that engine is the standard Chinese/Taiwanese Minarelli two stroke, the oil pump is quite clever and has a second cable from the throttle lever to it to meter oil flow with throttle opening.
yes its got the cable im only going on what i know playing with mini motos my sons 4 stroke moped (ended up with a full bottem end more)and years ago with 2 strokes 50cc 125 and the yam 250 tzr i had for 10 years
