At first i thought it was for tapping but with the numbered edge, maybe it has some sort of indexing function?

The Mt shank has a slot like an adapter sleeve, is it a qc morse taper chuck? For changing taper shank drills faster?

My tapping heads don't work that way, they are depth driven (pull off) style, but they do make
a clutch style. I'm just not up on them.
Here is one I that is torque driven:

Spring loaded as you pull out in the bit with the collet if that makes sense, it’s definitely got a clutch in it, there was a grub screw I missed, I can rotate the main body now

It is a tapping head. The numbers set the torque at which it slips. Very similar to a cordless drill.

If not, it might be possible to buy a straight shank ER collet holder to suit the collet that is in the head.

Not used my tap holder for years but I think the collets have squares to match those on the taps. Fairly sure it was made by a "big name" like Alfred Herbert so expect collets will still be available.

Just found a set on eBay , let’s see how many taps I can break with it!

I seem to remember setting it "light" it would then usually slip, so tightened it a bit until it didn't. Bit of a nuisance for one offs, but I was mostly doing several holes so, once set, you could run through the rest without problems.
