However the OP pix doesn't show a reaction arm, so might just be a clutch.

Can you still get hold of the collets?Yes, I have one myself, loads of different collets required, for different sized taps.

Just found a set on eBay , let’s see how many taps I can break with it!Not used my tap holder for years but I think the collets have squares to match those on the taps. Fairly sure it was made by a "big name" like Alfred Herbert so expect collets will still be available.
