I'll wait to be corrected.....But ..i think you are being very cautious...if the weights were dropped they would land on a bar which is drilled through the frame ? these welded joints stop the frames splaying apart...I don't think your welds will come under the full weight at all.....
.Why not weld straps or tags to the crosspieces and bolt them to the uprights ,could be dismantled and moved then? looks like you like drilling holes too

.I wouldn't grind the radius edge at all,gaps on the fillets can lead to distortion and I would normally do exactly the same as Paul,but I know my welder would penetrate ok...
If I was that worried,I over engineer the job ,perhaps use webs or other design tweaks to reduce the strain on the joint......can you post some pics of the test penetration ?
