Iron/steel . Looks as though it's been hammered/ forged from a bit of rod or bar.

My vote is a retainer of some type along the lines of the wedges you use to hold the head on wooden hammer shafts. Obviously not a hammer but maybe for holding a head onto any old length of tree branch - scythe, mattock etc ?

Looks to me very much like a wedge for attaching a wooden handle. The fact that it's pretty roughly made makes me think it's something produced very cheaply in large quantities.
