Several old options here. Most commonly red lead oxide in linseed oil as primer an then a linseed oil alkyd topcoat containing aluminium flakes and micaceous iron oxides - gives excellent performance . This works to some extend even on mill scale. Solvent borne chlorinated rubber or vinyl primer with acrylic topcoat also is decent.What did they do in olden times before hot dip galvanization and powder coating. Might that not be an option? I know if I treat rust with boiled linseed oil it develops a nice blackish look. A nice looking patina.
