Wheel brake cylinders sit at an angle, so air moves to the highest point at one end of the cylinder. But the bleed port is in the middle of the cylinder. So how are you getting the air out?
I've used a vacuum pump and pushed one of the pistons in to push the air towards the bleed port and that's improved things a lot. But there's still air in there.
