A neighbour of mine had problems with people blocking his drive so he swung their cars through 90 degrees with a trolley jack. It's a problem in our street (terraced houses with a few drives) because there are quite a few student lets, so more than one car per house in some cases. Those of us with drives are thinking of getting "H" lines painted across our driveways.

Same problem here a lot of the new neighbours have 2 or 3 cars per household making parking a nightmare, and affecting their common sense brain chip.

Were I used to live, we had an issue. each house had a drive or hard standing, you could get 2 cars easily parked.
One family would only park one and the other 3 were they wanted.
It came to a head one Monday morning, all 4 cars had tyres slashed and a note.
Park on your own drive, or it will happen again"

They didn't, it happened again.
2 weeks alter the house was up for sale and they had gone.

Rather than doing all this vandalism, I'd be inclined to go and address the problem man to man.
Practical jokes are great but I'm not a fan of underhand destroying of property.....

[update] as of today no response from the council or MP, but it is early days and no parking issues since posting fingers crossed.

it is a little more complicated than that, it is a carpark and turning area with the garages down one side, I would be happy if they put the white line back, a car and a half's length in front of the row of garages, with the NO PARKING in big white letters.
