Yeah, I could make a nut to suit,

Should I be doing so !! Not really

Is my payment full??? Yes, so the crank should meet standards ??? Yes

I get it's easier to just make a nut,

But the major diameter is under size.

So the thread engagement will be less no ????

You are no doubt within your rights to return it. Do that if you prefer.

However, it will also be fine if you make a nut.

Neither choice is a bad one.

Make the nut undersize to fit the threads properly

Apart from the size, that thread looks very roughly finished, like it has been cut by hand

....in the dark, with a cold chisel & hammer.....

possibly "pre hardened"

just a guess from the look of the threads

I am NOT suggesting the crank is hardened, but the threads look like they were cut pre hardening if you know what I mean
