I was under the impression non compliant kit could only be used by the owner for his own use and not an employee for commercial use. I have a fair bit of kit I wont/cant let my guys use.

has he packed in employing and only using in a private workshop where hse have no say
A whole raft of things like poor/inadequate guarding, electrical issues and no emergency stop/brake facilities. The cost of making some of this older kit compliant is prohibitive.

It’s because of the way it operates and a planer is capable of pulling you in it needs full guarding.But to operate a planer you need to get in there.

Will add I’ve had a few close ones with my Rockford planer when the hydraulic logic has a wobbly. 5 ton of table return force is no coming back territory. I have to switch off main pump.

If it's in commercial use then it needs to comply even if it's just yourself that uses it.
That planer could still be used with fencing around the areas that need no running access and something similar to the anti-crush measures they fit to cherry picker baskets along the table perimeter where the operator needs to get close.

A light curtain could possibly sort this cheaply.
Remember its cheaper to fit guarding than kill or injure some one

It's also a case of, who uses planers any more... very few people...!
As Clive says, best end for the machine would be a conversion to a way grinder, it's a £10k+ project by the time you've transported, installed it and converted the head, then it's got to make a load of money back... Thing is, way grinding is half the battle, after that you have to make saddles etc fit properly! But you can charge proper money for it if you can do it.
Clive, just go for broke and put it on tick
Sell some stuff afterwards to get back out of debt... but this is the machine you've always wanted, you've always talked about offering way grinding and refurb services, you have the skills and the desire to do it, you're in an almost unique position to be able do this and offer a high quality service.
IMHO this could be a bread+butter line of work for you where you could fit the more interesting stuff around it.
If you came along with the cold hard readies, I'm sure they'd allow a week or two's more time for removals.

Milling is a bit different to grinding I'd have thought? But if it's just a case of putting a wheel on the mill head, then fair enough
I personally would budget £2-3k just to move it and set it up properly on a proper foundation, not knowing all that much about them.

I have a sub grinding head stashed away!
I’ve nothing useful to add unfortunately but I hope you can sort something out with the owner. Over the last few years we’ve rescued a couple of Bridgeport milling machines and a couple of Harrison lathes, all for scrap value (in fact one of the Bridgeports was actually free, the owner just wanted it out of the way quickly!). Oh and a Q&S power hacksaw, again a freebie. All are now in use, I use the Q&S saw myself quite a bit it’s great. I said I had nothing useful to add, but sometimes a little inspiration goes a long way!
