The thing that pushes open the wastegate is a pressure bellows, purely done at a set pressure, usually sensed in the inlet manifold, sometimes in the exh manifold. Trouble is these bellows open gradually, if the pressure is going up gradually. So manufacturers started getting clever, and using a bellows that opened at a lower pressure, but then venting some of that off by pulsing open a solenoid - tickticktick sort of thing. Think Austin metro, Ford RsTurbo etc. This needs an ecu of sorts, which I doubt your van has?Solenoid or a switch? As mentioned, there is a pressure operated servo device that pushes on that lever, plus there is a pressure operated electrical switch that we don’t know the purpose of. Where would this solenoid even be if it had one?
Erm...that's what a wastegate is...Dozens of photos on the interweb prove otherwise. But then it’s really not a ‘waste gate’ as such, just an exhaust gas diverter that limits boost more primitively.

There’s nowhere in the system that we can actually see that might be a solenoid operated dump, but there is a 1/2” OD hose going off behind the motor that we can’t work out where it goes too. So you probably have a pressure switch - someone mentioned a boost light?

Yes, I realised after I posted it that it was cobblers, but too late to edit the title.Far too early.
Oh as for Leyland, that is a Pug (Talbot) van base. Think that Pugs and Fiats came out of the same factories then, as do many now.
The diaphragm is off to the left, but i’ve blown into the hose on ours and it does move the actuating arm, with no air leaky sounds. The arm on the turbo moves easily through 90° now we have freed it off, so hopefully it is freed off internally, and not snapped off......Going to need an archaeologist, not a mechanic...
Agree, it's an old-school turbo with a flap in a bypass passage in the exhaust turbine housing, the bellows/diaphragm will be hidden in the rusty box above the intake housing, *might* be removable for a lookit, if you're careful it won't kill it...
