get the best you can for a start as its going to save time and money. however avoid recently "restored" ones as its most likly to be botched and require reworking

Depends how desperate he is to get it moved though. I would offer him £200 and start from there , Don't forget if he wants it gone , he may take something low , so he avoids all the hassle with ebay , advertising etc , CASH IS KING !!!. especially if it is in your hand and under his nose.
if you are considering breaking it then its worth remembering that the dvla wont allow you to declare you have scraped it yourself any longer
