I have this, came to me in a bundle of stuff.
What is it?
The shaft near the top is bent, I am guessing drill mounted. When it was new and true.
Valve stem honing?
No marking on it.

Its for cleaning out valve guides.

They come in the old black and decker valve master kits, you run that gadget down the old valve guide prior to inserting the mandrel the seating stone runs on.

I still have my valve master set, handy for cutting valve angles and tipping them but the stones I have wont touch valve seats in modern heads.

As has been said, valve guide cleaners from the Black and Decker Vibrocentric valve seat cutting kit. I had one but the cleaners are all that I have left having lent it to someone who "thought it was a gift" and gave it to someone else!! However the Nu-way cutters are better for newer engines and I still have the B and D valve refacer bought from a technical college over forty years ago - so all is not lost!

I have a spare stone driver if you want to build up the set, I need some flat belts but they seem to be a bit thin on the ground.

Thanks for the offer but I've invested in a set of Nu-way cutters for my present needs.
Flat belts. Fine toothed belts from the local bearing suppliers turned inside out do the job . Belt slip on the polished alloy pulleys can be overcome by gluing a strip of fine emery cloth around them.

Keep an can of belt dressing to hand and give it the odd squirt.
