Could you put the base on, mask and border with a matting agent then clearcoat the whole panel? From front-on the matt border should still appear matt under the clear and if you view from an angle the light will reflect off the clear so the matt border will be less obvious, which it would anyway - if anything a proper matt border around a gloss centre would look like a cack paint job when viewed from an angle, IMHO of course...
