Dust seal for vintage mower

This moth eaten item is a tin "seal" for the cutting cylinder on a vintage lawnmower and is long since not available. My question is whether its practicable to reproduce a few in the home workshop - I do have a 20ton hydraulic press but no lathe to make "tooling" but know someone who has.
The simple answer would be to replace the unshielded self aligning races with rigid sealed ones which would be ok other than the fact that the adjustment of the cutting cylinder (moving blades) to the fixed bed knife is independent at each side so it's desirable that there is some flex to accommodate misalignment.

you could make it alright but it id take a bit of time.
form a cut disc in the press but you would need a punch and die made up to square the face of it up again.
i assume its acting as a spacer there is it?
dose it need to be that far away from the face of the bearing or would you get away with 2-3mm off it?, if so and its not too big a dia then you would get away with stepping it using a lrg washer for the die and a similar sized punch washer to put a step in it iykwim.
what diameter is it id and od?

That seal is pressed/punched/drawn from sheet. Easy to do if you have a press and tooling. If you have access to a lathe and only need a handful at a time, you might as well turn them.

that could be made easily, cut out the disc, drill a suitable hole in the centre using a wide taperd punch knock it through which would form the collar, insert a piece of tube and tap the edge back over

To answer the question re distance from bearing , it would have been more apparent had I used a self aligning beating for the images rather than a rigid one picked up at random! So the gap is to allow wiggle room if the shaft is running out of line and also with the carrier in place the whole thing is enclosed - sort of.
The shaft size is 5/8" and the od of the seal disc is 1.1/2" and the step diameter about 49/64s.
As I only need 8 or 10 and they will be for display rather than use, I suppose that it wouldn't be out of the question to turn them up from a bit of
1.1/2 mild steel bar?

Display...? Filler and paint? Or are some missing? If it's not going to be used, a solid washer might suffice, no need to allow for adjustment "wiggle room".

I have seen similar caps holding on a felt, dust washer. Although probably not in this case with an open bearing next door

you could run them off stock but there would be a lot of waste and its geting into the hard to hold department when near finished.
id be inclined to go down the cut out a few discs from whatever thickness of plate they are route.
get a washer with the right sized hole in it for the step, and a bit of bar the right size for making the step with maybe a 6mm hole through it all to line it up and press the step in it.
you will need something to to keep the rest of it flat rather than curling up when you press it so have your bit of bar only the depth of the washer and it welded to a flat plate 10mm or so thick so it will keep the rest of it as close as possible and you should have something close to what your after.

then get your man on the lathe to run them out to 5/8 for you, they wont be simple to hold but should be grand with paitence.
to me there is nothing else that could be substituted in that instance alright, i have rubber type wiper seals that id be close on your dimensions but they are 6mm odd deep on the small side, grand for over a shaft but not in your instance.
