It looks like a Fairlead, normally found on ships where a rope or line passes through a hole to stop it chafing but also used in bellringing where the bell rope passes through the ceiling of the ringing chamber into the bell chamber, again to stop it chafing.
Some of the towers round here have ones that look exactly like yours fitted into the ceilings, I will take a picture on my next practice.

spent 2 hours today rumagaing is a skip full of radar gear compleatly leagl skip rumaging as i was at the scrap yard.
38 quid lighter in the walet and 108 kgs heavyer in the back of my mates car who hapend to turn up just at the right time and i came away with
a bunch of big 10kv caps some small 30kv caps a big motor driven vaireack a big 9.5kv transformer a couple of high voltage bridge rectefiers a pulse transformer unit (not to shure what that dose yet) and a fue outher bits.

Got a cruesen (sp?) 3 phase linisher /polisher and 4 hi bay lights for nowt today. Few belts for the linisher and new bulbs for the lights too... Motor is siezed atm so may get swapped for a 240v one.

id keep it 3 phase and look for a vfd for it haveing vairable speed on a linisher is realy usefull

Not putting anything else in! Just wanted a spare block to use for mocking an ally intake and headers up on, building the sump and oil pump easily instead of lying under the vehicle etc

Plus depending on the condition of the block I may use it to build a replacement
