From what I saw when I went to the club, amateur radio is all about spending ages building kit, to have a 5 min chat and recieve a card through the post, whilst simultaneously making new members feel like they are something you stepped in and unwelcome, I'll stick to the CB, I can have useful conversations with people on the state of traffic etc, and communicate fairly effectively when in convoy'No challenge' means you're doing it wrong imo...
If you just go out, buy a radio and aerial and be an 'armchair operator' then you're better off with CB.
The new exams are supposed to be a progressive route to experimentation, building your own equipment (NOT from a kit) and using it to contact 'the world'.

modifications make it an illegal rig though as far as CB goes, how does that compare for 10 meter use ?Some of them can be modified to work on the amateur 10metre (28Mhz) band, I've got a modified LCL CB myself.

I knew someone who had a lot of gear confiscated in the early 90's... Rigs, linears, aerials, the lot.
Running over power and with non-approved transmission modes was and still is 'policed' in exactly the same way as anything else is policed - they wait for a complaint and then decide if it's worth the hassle to 'make an example' of someone.
I would imagine (but wouldn't say to do it) that you'd have no issues running an old multimode in a sensible fashion.

very true good weather conditions and a little goes a long wayPower output is not of great consequence. That part of the frequency band was turned over to CB because nobody else wanted it. Propagation effects renders it less useful for most of the time. When the band opens, a little goes a very long way. In the last 10m opening, the band was crowded with DX that I was able to work easily on low power.
The other point is that there is no point throwing out more RF than needed as you need to be able to hear the other party, not just "shout" at them.
