Looking at the rubber donut on it I guess a Spiral Shrinking hammer but I cannot see it it has a knurled head.

Dunno what it's for, but looks beautifully made, work of art almost if polished up and the handle was waxed/polished also.

That my thoughts as well silversmiths or goldsmith hammer .
I saw something similar in a silversmiths workshop in Nicosia Cyprus back in 1974 , he was beating out a 15 " dia bowl .
I used to go an visit him when my work load was light ( most afternoons ) & was fascinated at the light touch he had instead of leaving bruises on the silver
