Pitch circle diameter is just the diameter of a circle that passes through the centres of a circular pattern of holes,
This flange, 100 outside dia, 50 inside dia with 4 off 12mm dia holes on a 75mm PCD.
Does that explain it?,

Paul explained what it is, but what's the "how to work it out" bit in the OP?

I was explaining this to Dearly Beloved yesterday.
To use the example above.

4no 12 dia 75pcd.

4no equally spaced, 12mm dia holes on a circle which is 75dia.
They will only fit one way, any other derivation requires more information, such as angles between hole centres etc.

Zeus has coordinate formulae for the same, if that is required.

Basically, Choose your amount of holes, choose your diameter. Pick a hole to start with and keep calculating and draw it as you go.
