Urghh, dreadmills, horrible things! 
I can't help you regarding what's wrong with it but I reckon you'll find that unless it's an expensive one it's probably not worth messing about with it, you can buy them so cheaply as people buy them, use them a couple of times then they end up as shoe and clothes racks.
Hate the things with a passion, I will only use one out of desperation.
Might be some bits worth salvaging for fun projects though.

The motors/controllers make nice variable-speed drives for drill presses, lathes, mills etc. I have a 2.25HP treadmill motor in my Chinese drill press. Big step up from the 1/3HP single-speed motor it came with.
Usually the controllers go out. Most seem to have a DC motor and speed control.

I don't know if the problem is electrical or mechanical , i reckon electrical as it simply stopped working with no bang or anything. Knowing the lad who owns it ,its is an expensive one so maybe worth fixing. He says he does use it regularly and he misses having the use of it.

Usually the power transitors overheat,specially if a big woman has been having her daily walk.
