I don't understand the description either, not simple to the layman, I just need to set/connect/read. I understand some can neasure down to 0.1ohms.

had the battery mod used to have 2 batteries - Tell me more, I've got a model 8 that I can't use on resistance[/QUOTE
The early 8 used 2 batteries a U2 & a I think a 22 or 15 volt battery about 2\3 size of a PP9 it went out of production & AVO did a mod so only the U2 was required they did mine about 20 years ago when the resistance ranges went TU.
Looking on the site I suggested they now do the old battery again,
but no more 8s

It's a case of resolution at below 1 ohm. The meter I linked to above has a resolution of 0.1 ohm on it's 400 ohm range, which means it can indicate 0.1 to 1 ohm in 0.1 ohm increments on resistance values from zero to 400 ohms.
Many cheap meters cannot indicate values of less than 1 ohm, they will either indicate 0 or 1 ohm. To indicate values of less than 1 ohm to more than 1 decimal place typically needs a specialist low ohm meter, which tends to be an instrument in it's own right with no other function.
For the purpose that the OP needs and to provide an excellent range of other extremely useful functions, that Voltcraft meter I linked to above will take some beating, especially at the price.

It is 3 and 1/2 digit meter (4 digits but highest one only goes to 2.)
"OHM:200-2K-20K-200K-2M-20M"
That is the max of each range. 200 ohm would read 0.0 to 199.9 ohms in 0.1 ohm steps.
Most any meter with a 200 ohm range will read in 0.1 ohm steps. Note: most don't have a zero function, so you get the resistance of the leads. If I short the leads together on mine, it reads 0.6 ohms. I need to subtract that from any reading.
If you need to read things accurately below a few ohms, then look for one with a 20 ohm range or a 4 1/2 digit meter. Most won't come cheap.

If you're expecting precise readings to that degree, no matter what type/brand of meter you get you're likely to be left wanting. The leads, oxidisation/corrosion on the surfaces you're connecting the probes to etc. are all going to give you varying readings pretty much each time you test.
