Looking at the size of it, I reckon it's probably for a side valve engine in a car, appears to be an adjustable a 6 to 10 inch opening for removing the valve stem collets, larger than I would expect for a motorcycle engine.
PS: Just found this, appears to be for an OHV engine:-
Two side valve and one OHV spring compressor. The small tool is to pull the ends of a chain together to insert the spring clip.
I’ve another OHV one with the ends squeezed together for use on small Honda C90 type engines.
I removed & refitted the valves in several heads using a large G clamp & a bit of tube with a slot cut in to access the collets. A bit slow, but worked well. Same principle as those 2, perhaps I should have patented it
