It depends on the feed rates of the quill on your machine.

A UPA4 has 12 pins which can be depressed to increase the feed rate. if I remember correctly each pin is about 0.0004" of radial travel per revolution.

If your mill, like ours, has 4 quill feed speeds from .002-0.012 /rev then you have to work out what permutations of tapers can be achieved for each axial and radial feed rate.

They can, but only 45 degrees, if I remember correctly. UPA 3 , that is.
