No need for developer the dye would bleed straight through any imperfections .That was running in there as clean as a whistle, do you not spray on developer after you spray on the red dye? to save something that resembles a murder scene, spray dye in the lid of the tin and brush it on.

The link still played the video and I don't have Facebook (never have). looked like "there been a murder " whole flange dripping , small brush and lid off the dye, one red face later sorted !
The whole point of developer is to make the tiniest of discontinuities more visible- following a suitable dwell time for the penetrant and developer.No need for developer the dye would bleed straight through any imperfections .
