Sussed it, I swapped the fuses around and it worked so one has blown. What are these called?

Siemens cartridge / bottle fuses.
They're still dead common in Ireland if you're looking for an easy and cheap source.
Siemens did a lot of early electrical grid and domestic stuff here yonks back and there's a legacy of old fuseboxes all over the country.
