Rotating the compound slide is a poor way of achieving rotation in the toolpost.
I fI understand you right your toolpost will only lock down in one of four positions, square to the compound each time? If so then you should be able to remove that toolpost and then remove the indexing peg from the underside.
after freeing up the top slide, under all the gunk there is graduations on the slide.
So while i save up for a quick release holder this will do while i get used to the bigger machine.
The slide was solid with gunk, previous owner had it for alloy wheel repairs and turning down the welds. So i would say its been locked in this position for least a decade when see what was holding it solid.
