Problem with Hydrovane 13

I have an old Hydrovane 13 that has been pushes out low pressure for a while. The radiator/cooler has had a leak for ages and I finally got around to bypassing it and now it seems to produce full pressure but only at a very low volume, if you put a blow gun its hight pressure for a few seconds and then drops to very low pressure again, if I had to estimate its probably 10-20 psi.

I've got no idea where to start with diagnosing it, its low hours but has been sitting under the workbench in my garage for 15 years and used rarely and had no maintenance done to it in that time

Hydrovane 13, 440 volt 12cfm compressor. If you need constant compressed air a hydrovane compressor is far superior option to a piston driven compressor. The three phase motor runs well. I've included a photo of the motor spec plate.

What do you need a picture of? I haven't disassembled anything yet. Do you want a pic of the compressor overall?

Is it just a compressor? Is it charging a reservoir?

Be careful dismantling things - I have one too, but from what I read, very easy to cock it up completely!
