Or loose from the socket.

So the shroud is live?I have the same set up in my thermal arc 181i fabricator, the shroud holes the contact tip in place, there is a ring inside the shroud with a series of holes allowing the gas to pass through which also holds the tip in place.

I wouldn't think so. The parts list doesn't show inside the nozzle but given the metal thickness and the imprints around the outside of the nozzle, there must be an insulator inside.So the shroud is live?
