Looking at your photos it seems to me the damage was caused by something heavy being placed on the lip, it couldn't hold and it gave, this doesn't discount existing fault cracks.
As much as I might be tempted and see the reasoning for doing so, drilling and steel dowels, you run the risk of the drill bit breaking through or indeed weakening/shattering the surrounding damaged area, not great.
First you have to assure that the Urn lip is never going to be used as a shelf again if that was the case.
For the repair and support I would be using a combination of damn good epoxy adhesive to re-attach the piece, along with binding, maybe tape to hold in place until secure, plus a glass fibre patch/resin under the lip for a little extra support.
Pre-raking the edges of damage prior to applying plenty of adhesive to fill cracks/gaps to prevent further water/ice forming. You don't want to be sanding after epoxy has dried hard so a gentle wipe after everything is in position.

I'd probably do a strong sand & cement mix, like 4:1 mixed with neat SBR as a filler for the cracks. Perhaps something other than the usual "orange" builders sand. Maybe a white FS1 sand. You can get white cement too.

Some sort of grout isn't a bad idea...something weatherproof with the consistency of a self leveller maybe...then brush it into the cracks. Colour match will be the challenge.

Paint the whole thing in natural yoghurt and leave to "weather" is a trick I've heard.
Less savoury round here is brushing a watery manure mix onto roof tiles to tone down new ones against old.

It’s got incredible strength. As someone said, if it breaks again, it won’t be along the adhesive bond.
