If the data plate is missing or illegible you test to the default value for the year of manufacture .You will normally see a little data plate on the slam panel, on that there will be a code like 1.8 or 0.9, there are many different values, that is the emissions value the vehicle year/type was approved to. so they will test to that.

you do see them tampered with, that is an instant fail.

. I'm making some stainless plates to blank off the valve, whilst leaving everything still in situ, as don't fancy cleaning it out again if I can avoid it because such a nasty / dirty job !
