I would think only alteration of a circuit would require a Minor Works Certificate, but I'll wait for the more up to date sparks to chip in.

no unless your ott or someome insists on one.its spured of an existing circuit

not if its spured of an excising circuit and not in a bathroom . even if it was i wouldn't bother
