put a bung in the outlet and slightly pressurise it. not 2 much though otherwise it will blow up like a baloon

Is it a storage tank or a vehicle tank? Put a couple of reinforcing bars across the inside before you weld the top on if you think it might belly out. Are you using a good welder, you don't want the duty cycle to cut you out half way up a side.
its a storage tank. I was planning to put baffles in it, and yes the welder will go all day

Grinding back is best, but both techniques will work.
You can also use step-back welding, which is good for controlling distortion: start a distance away from your last weld and weld back to it. Do that again and keep doing it. That way, each cold start begins on bare plate; the weld finishes, hot, on the previous weld. The chances of cold lapping are reduced dramatically, and heat is distributed more evenly around the length of the weld. Grinding back will improve things further.

Just avoid the cold starts / cold laps.
