the thing is bike lift aren't cheap. the one I would like is this one.

looking at the cranking handle it looks to be about 6 inch so the table would need to be 7 inch up of the floor to be able to hand crank it .how do you get the bike up on it to start with

I would of cut the handle and weld a nut on and use a drill to crank it up. anyway I've decided to give it a miss.looking at the cranking handle it looks to be about 6 inch so the table would need to be 7 inch up of the floor to be able to hand crank it .how do you get the bike up on it to start with
going to make my own later. metal cheap enough. I only want it about 10"-15" high,base on this drawing.
I already have a hydraulic lift which I rarely use or maybe a scissor jack.

You have to ask yourself if you would have trusted it to lift your bike even when new, perhaps you would with a light bike? I would not want to lift and then work on a 200kg + bike, FWIW I find the basic Abba Superbike (?) stand fine in use but scary putting it over centre to lift or lower my bike, the Abba Skylift in post 14 would eliminate my loading fears but I still don't think I would like to move it around whilst the bike is lifted.

The money you save buying that death trap instead of something better can go towards fixing your bike, when it inevitably fails and crashes to the ground from 4 feet in the air.

Nothing saying you can't copy the threaded rod design when making new.
Your drawing for a new one had a heavy hydraulic jack.
Could you buy a trailer jack for the lifting part ?
that might prove stronger, and mostly ready to go.
