It is not likely they can build an inverter from just scrap metal and wire you find lying around.If anything, it just goes to show how robust transformer-based welders really are. Can you imagine an inverter-based welder still working in that state? I think not.

That is not a "old welder" it is one hand wound and made from scrap.

Yes, looks like soft metal and very thin. Most transformers use hard rolled steel that is bluish in color and does not rust that much.
