I've got a pair for tensioning and cutting off stainless steel cable ties, similar but not quite the same as those (from memory)
Looking at the jaws and the bar on yours, I'd guess you put tension on with the bar and then squeeze the handles to crimp.
Maybe something like a CV boot type clamp?

I use the wire lockers a lot at work.And are good for nothing but the bin, hateful things*!

The wire is the important part.
I am using brass wire on the lockers on supression systems.

I have modified them slightly with a grinder (softening up the jaw edges to keep from nicking the wire), and I pre-crimp the ends after passing thru the bolt head hole, get very nice looking crisp twisting.
I work at making them proper (to hold correctly) and also look good, and I find it's not "bad" work.
