Mine too. If a dog is dragging it's owner along, then that dog has been allowed to develop the idea that he/she is not required to behave and listen to the owner.My pet hate, dogs pulling on leads. I accept it whilst we’re tracking but not if we’re out for a walk. I spend a lot of time training my dogs to walk at heel on the lead or off.
Not only does it suggest to me that the owner is clueless and lackadaisical in their responsibility to their charge and to the wider public/neighbours said pooch will come into contact with (at speed potentially) - but it's also a recipe for a lifetimes grief (of the dog).
I see locals being towed along, and of course with Fido barking it's head off incessantly - with a total lack of effort or attempt to correct/stop the behaviour. Does my head in, and I have to bite down the urge to say something (esp. When my next-door neighbour is a bloody awful owner who should never have a pet).
