Basically yes, i think.... That and ability to zoom in a bit. What do you mean "clean up"?
Sharpness, brightness contrast, that sort of thing?
VLC will do that. https://www.videolan.org/vlc/
You can even use it to chop out little sections of longer video tracks.
Lots of words i have no idea about there.unless its in hd vlc will do it to a degree
using the cctv's own software would be better
certain older video programs would allow play of the cctv file but not all of them
it all depends on how the file has been recorded or has been reduced in size by the encoding process most nowadays are mp4 divx and xvid codecs
It’s what we used at my last employer for most cctv work.VLC then...

Anything too technical was sent to the specialist, they probably used VLC, but were better trained
I watched a guy playing his cctv back after i installed it and the new system was so good he thought it was a live picture, suddenly he ran from the room into his garage which was empty on playback thinking his car had been stolen, he looked a bit sheepish when he came backWhen I was at the BBC, I was that guy.
The OP already has a video file and, as anyone with their own CCTV will know, when you come to rely on it, you discover you need a better version of it! Every once in a while my system will pick up suspicious activity, a "human detection" that is not actually a squirrel. My heart sinks when I see some dodgy bloke poking around the sheds only to discover of course, it was me!
