It looks to me like the 'bobbin' rotates on the spindle which causes the triangular sections around the centre of the bobbin to move back and forth which in turn moves the outer shafts back and forth. To do what is anyone's guess, but it's interesting to speculate and read other guesses.It also appears to have a fancy brass bobbin in the centre which is offset to the shaft axis.
