It looks to me like the 'bobbin' rotates on the spindle which causes the triangular sections around the centre of the bobbin to move back and forth which in turn moves the outer shafts back and forth. To do what is anyone's guess, but it's interesting to speculate and read other guesses.
Hopefully at some point someone will come along and say what it's for.

The action of the device is very similar to a swash plate used on hydraulic pumps and helicopters.

I think maybe we have to read your description from right to left, like the Chinese: the pistons push on the outer shafts, which causes the 'bobbin' to rotate, the wheel on the end being the flywheel.

In the picture showing the tailstock, the box to the right of your device contains the 'heads' for the cutting tool top centre of the box.
Mr pressbrake would know about those - they are for a planer. I've only ever seen catalogue pictures of them (e.g. https://archive.org/download/OKToolHolderCo1910/OK Tool Holder Co 1910.pdf), never a real one (same story with girls really).

As above I think it's some kind of swash plate demonstration model. The sliding rods have no bearings so I can't see it having much useful purpose, unless its unfinished.
On the other hand I cannot fathom what this part might be. Appears to have the makings of a gyroscope except it doesn't look like it would rotate fully.

That second item has definitely got the looks of a ship's gyro compass... As for the first it looks like some sort of teaching example, the finely engineered central mechanism has been rehoused in a more homemade open frame to allow the functions to be demonstrated...
